Calumet Montana Refining, LLC (CMR), located at 1900 10th Street N.E. Great Falls, Montana, is currently conducting a multi-year Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI) under the direction and supervision of the Montana Department of Environmental Quality (MDEQ) pursuant to a 2012 RCRA Corrective Action Order. 

As part of CMR’s RFI effort, some work in the next phase (Phase 2) of the RFI will take place outside of the refinery fence line, specifically along the River’s Edge Trail and within the Missouri River. The RFI Phase 2 investigation actions occurring outside of the refinery fence line include the installation of two groundwater monitoring wells adjacent to River’s Edge Trail, the collection of groundwater samples from existing monitoring wells along River’s Edge Trail, and the collection of near-shore Missouri Riverbed porewater samples at 14 locations. RFI Phase 2 activities to be conducted along River’s Edge Trail and within the Missouri River are scheduled to begin early October and continue through mid-November.

CMR’s activities are not related to a spill or emergency response; they are the necessary next steps in a multi-phase RFI that has been ongoing since 2023 to address legacy issues that pre-date Calumet’s ownership of the site. All activities are investigative-only and are approved by the MDEQ.

River’s Edge Trail will remain open during the duration of the RFI Phase 2 sampling activities. Temporary fencing with signage will be utilized to isolate the RFI heavy equipment (i.e. drill rig) work areas to restrict access as a safeguard for the public.
